Closing the Disability Employment Gap in Europe

Across the European Union (EU), there are an estimated 42.8 million persons with disabilities of working age, yet only about half are in employment. This persistent gap limits people’s social inclusion and economic autonomy, and it also means that employers are missing out on a large pool of talent. In response, the European Commission has introduced the Disability Employment Package as an initiative under the Strategy for the “Rights of Persons with Disabilities 2021-2030”. Its aim is simple but ambitious: to help Member States improve labour market outcomes for persons with disabilities and support a fair, green and digital transition that leaves no one behind.

What Is the Disability Employment Package?

The Disability Employment Package is a set of measures designed to support Member States in ensuring that persons with disabilities enjoy social inclusion and economic autonomy through employment. It builds on the United Nations Convention on the Rights of Persons with Disabilities and the EU’s Union of Equality agenda, recognising that access to decent work is fundamental to participation in society. Rather than creating new legislation, the Package focuses on providing practical tools, guidance and examples of good practice that help governments, employers and employment services implement existing rights and obligations more effectively. A key strength of the Package is that it covers the full employment journey, from preparing for work to staying in employment and progressing in one’s career. It is closely linked to the EU’s 2030 employment headline targets, including increased participation in training and adult learning.

Key Action Areas and Practical Tools

To move from commitment to action, the Disability Employment Package is organised around several core themes, each supported by concrete deliverables. One major focus is strengthening the capacities of Public Employment Services (PES) and integration services. A dedicated Practitioner Toolkit provides guidance on internal policies for PES staff, accessible services, active labour market measures, reasonable accommodation, outreach and partnership working. This helps employment services adapt their practices so that jobseekers with disabilities receive tailored, effective support into work.

Another strand aims to promote hiring perspectives through affirmative action and to combat stereotypes about disability in the workplace. A catalogue of positive actions showcases measures that encourage the recruitment of persons with disabilities, from targeted traineeships and internships to employer incentives and awareness campaigns. This work is complemented by guidelines on reasonable accommodation at work, which offer practical examples and references to help employers understand how to adapt roles, workplaces and procedures so that employees with disabilities can perform and progress on an equal basis with others.

The Package also looks at how to retain persons with disabilities in employment, particularly when chronic illnesses or workplace accidents arise. A manual on the management of chronic diseases and the prevention of disability-related risks supports employers and social partners in designing healthier, safer workplaces. In parallel, guidelines on vocational rehabilitation schemes help Member States secure effective pathways back to work when people experience sickness, injury or a change in functional capacity. A further study on alternative employment models explores how quality jobs in sheltered employment can be connected to pathways into the open labour market.

What This Means for Employers and Organisations

For employers, the Disability Employment Package sends a clear message: the inclusion of persons with disabilities is central to a modern, resilient and future-oriented labour market. By engaging with the tools and guidance provided, organisations can review their recruitment processes, rethink how they provide reasonable accommodation, and strengthen their approach to retention and progression. This is an opportunity not just to align with EU and national equality legislation, but to actively embrace a broader and more diverse talent pool, foster a thriving and inclusive workplace culture, and make meaningful contributions to corporate social responsibility and ESG objectives.

The Package is also a call to greater collaboration. Public authorities, employers’ organisations, Disabled Persons’ Organisations, trade unions and service providers are encouraged to work together to design and test innovative solutions. EU funding instruments, particularly the, are available to help transfer and scale up social innovations that make a real difference to the employment prospects of persons with disabilities. This combination of policy guidance, practical resources and financial support creates a strong framework for change across Member States.

The Disability Employment Package is an important milestone in the EU’s journey towards equality and inclusion for persons with disabilities. It recognises that closing the disability employment gap requires more than high-level commitments; it requires concrete tools, coordinated action and a shared responsibility across governments, employers and civil society. By supporting inclusive employment services, proactive hiring, reasonable accommodation and effective retention and rehabilitation measures, the Package provides a roadmap for more accessible and equitable labour markets.
