The Universal Design Guidelines for Changing Places Toilets were launched on 26th June 2024.
O’Herlihy Access Consultancy (OHAC) developed Ireland’s national guidelines for Changing Places Toilets for the Centre for Excellence in Universal Design.

Supporting Part M Amendment Regulations 2022 and Technical Guidance Document M 2022
The guidelines aim to support the implementation of the new Irish building regulations.
They provide technical guidance for Changing Places Toilets under the Part M Amendment Regulations 2022 and Technical Guidance Document M 2022.
Good practice guidelines for building professionals
The guidelines are aimed at designers, building managers and owners of facilities as well as clients, industry professionals and disability stakeholders.
The content of the guidelines includes good practice in the design, maintenance, and management of Changing Places Toilets, both in new and existing buildings. The guidelines also give recommendations for location, security arrangements, provision, and quantity of changing places toilet facilities.
Stakeholder Consultation
The guidelines were developed following an extensive consultation process taking on board the views of key stakeholders. OHAC worked with a Technical Advisory Group for the project which included Changing Places Ireland, Disabled Persons Organisations, the Department of Housing, Local Government and Heritage, Independent Living Movement Ireland, the Local Government Management Association and the RIAI. OHAC also supported the NDA to facilitate a focussed consultation workshop with key stakeholders, as well as a public consultation process.
Technical Advice
OHAC also provided advisory services in relation to the drafting of the guidelines document to include best practices, product research, technical plans and drawings, including a 3D image of a CPT internal layout. Read the case study on our guideline development process.
