Introduction of Part M 2022 – Enhancing Accessibility in the Built Environment

On 1st January 2024, the updated Part M (2022) of the Second Schedule of the Building Regulations came into operation, introducing important enhancements to accessibility standards for new buildings, extensions, material alterations and certain Material Changes of Use.

While its implementation is subject to several transitional arrangements (for further details refer to Technical Guidance Document M 2022), the revised requirements set a new benchmark for accessibility and Universal Design in Ireland.

Key Requirements of Part M 2022

The key requirements of Part M 2022 (M1–M5) of the Second Schedule of the Building Regulations are as follows:

  • M1: Adequate provision shall be made for people to access and use a building, its facilities and its environs.
  • M2: Adequate provision shall be made for people to approach and access an extension to a building.
  • M3: If sanitary facilities are provided in a building that is to be extended, adequate sanitary facilities shall be provided for people within the extension.
  • M4: Where sanitary facilities are provided in a building, or in a building that is to be extended, adequate provision shall be made for people to access and use a changing places toilet, having regard to the use and size of the building.
  • M5: Part M does not apply to works in connection with extensions to and material alterations of existing dwellings, provided that such works do not create a new dwelling.

The Need for Changing Places Toilets

One of the most significant advancements in Part M 2022 is the recognition of the importance of Changing Places Toilets.

These facilities go beyond standard accessible toilets, providing additional space and specialist equipment, such as hoists and adult-sized changing benches, for individuals with complex disabilities and their careers. The inclusion of these facilities in certain buildings is a crucial step in ensuring dignity, comfort, and independence for all users.

Guidance on Meeting the Requirements of Part M 2022

To support compliance with Part M 2022, the Technical Guidance Document M (TGD M) 2022 provides comprehensive details on how to meet the updated accessibility standards.

This document offers practical guidance on meeting the requirements of Part M of the Second Schedule of the Building Regulations, ensuring that new buildings, extensions, Material Alterations and certain Material Changes of Use align with Ireland’s commitment to an inclusive built environment and Building Control requirements set out under the Building Control Act 1990-2007 and relevant Building Regulations.
